Two BIG pieces of Intel news broke today as far as Hillsboro, Oregon, goes.

News Break 1

Today, the Oregon Live portal reported that Intel has announced it is selling excess land in Folsom, California, and maybe in Hillsboro, Oregon. Mike Rogaway of the Oregonian is usually the first journalist to hear about new moves, and today, he broke another story about Intel. The Hawthorne Farms Campus is possibly going to be sold off. Intel will sell 150-acre campus in California, assessing future of 50-acre Hillsboro site

The Hawthorne Farms site is a prime real estate holding, and it might be the perfect time to sell the property used for motherboard research and housing just a few hundred employees.ย  At this time, the potential sale of this property, while preliminary, makes sense.ย  With the CHIPS ACT ending as BIden’s Presidency sunsets, now would be the time to let the tech world know that the facility might be available.ย  But can selling off excess land in Folsom or Hillsboro fix Intel?

Last month, the Herald interviewed a research engineer from Jones Farm who asked to remain anonymous about the company’s future. The engineer told us that a discussion was being had about company-wide consolidation; there was no secret. Part of that was the future of Jones Farm. And that 100-acre could be repurposed for any number of other tech uses.

The tech giant is completing the layoff of 15,000 employees worldwide. Last quarter, it posted a $17 billion loss, and its stock has risen off rock bottom in the last couple of weeks.ย  ย With Trump headed for the White House, someone who is not a fan of anything Oregon-related, things could get tighter and more difficult.

The Focus Moves To Arizona – Meanwhile, the US Department of Commerceย announced that a 6.6 billion dollar funding packageย had been committed to TSMC to build an advanced semiconductor fab in Arizona.ย The Taiwanese company will create 20,000 new jobs in the desert. That is major and makes this the biggest US government investment in a foreign company in US History.ย  This money is a grant and part of a $65 Billion dollar package that will build 3 new fabs, each about the size of Ronler Acres.

HIPS Investment Incentivizes Creation of Leading-Edge Cluster in Phoenix, Arizona, and Over 20,000 Jobs; and Includes Commitment to Produce A16 Technology

Today, the Biden-Harris Administration announced that the U.S. Department of Commerce awarded TSMC Arizona Corporation (TSMC Arizona), a subsidiary of Taiwan Semiconductor Manufacturing Company Limited (TSMC), up to $6.6 billion in direct funding under the CHIPS Incentives Programโ€™s Funding Opportunity for Commercial Fabrication Facilities.

President Joe Biden. โ€œTodayโ€™s final agreement with TSMC โ€“ the worldโ€™s leading manufacturer of advanced semiconductors โ€“ will spur $65 billion dollars of private investment to build three state-of-the-art facilities in Arizona and create tens of thousands of jobs by the end of the decade.ย This is the largest foreign direct investment in a greenfield project in the history of the United States.ย The first of TSMCโ€™s three facilities is on track to fully open early next year, which means that for the first time in decades an America manufacturing plant will be producing the leading-edge chips used in our most advanced technologies โ€“ from our smartphones, to autonomous vehicles, to the data centers powering artificial intelligence.ย Todayโ€™s announcement is among the most critical milestones yet in the implementation of the bipartisan CHIPS & Science Act, and demonstrates how we are ensuring that the progress made to date will continue to unfold in the coming years, benefitting communities all across the country.โ€

Oregon leaders joined those from Ohio, New Mexico, and New York to pressure the President to get the money from the CHIPS ACT distributed and released before he leaves office.ย  That includes 8 Billion in grants for Intel and another 11 Billion dollars in low-interest loans.ย  That needs to happen for Intel, Hillsboro, and Oregon to keep expansion plans moving here at home. Donald Trump has rumbled that he will cancel CHIPS ACT deals but once the contracts are signed and the money released, the deals are done.ย  ย  Senator Schumer of New York signed and completed the $100 billion deal with Micron, and he is clear that the agreement is binding and funded.ย  Biden is expected to release the rest of the CHIPS ACT funds by the end of the year, and hopefully, that will firm up Intel and its operations in Oregon.

Oregon is down to the wire on the last big Federal opportunity-

Oregon has one last chance to land a massive piece of this CHIPS ACT lottery.ย  Namely the NAPMP Advanced Packaging Piloting Facility.ย  It will be selected soon, and hopefully, it will land in Hillsboro, Oregon.ย  You can read the story we broke on November 10th-

One Last Chance For Hillsboro And Oregon To Win Big Tech Lottery With Trump’s Influence Shrinking Our Chances

A clue to where the big money for the last big facility might land can be found in the news release from today.ย  Georgia, Arizona, and California are all landing chunks of grant money for pilot projects related to the bigger project.ย  ย Could those three States have the inside track?

The latest news on the National Advanced Packaging Manufacturing Program (NAPMP) Advanced Packaging Piloting Facility is that the Biden-Harris Administration announced on November 21, 2024, that the U.S. Department of Commerce (DOC) is entering negotiations to invest up to $300 million in advanced packaging research projects. These projects will be located in Georgia, California, and Arizona and aim to accelerate the development of cutting-edge technologies essential to the semiconductor industry.ย  ย 

The expected recipients of this funding are:
  • Absolics Inc. in Georgia: Will focus on advanced substrates, the physical platforms that allow multiple semiconductor chips to be assembled together.
  • Applied Materials Inc. in California: Another key player in advanced substrates and semiconductor packaging technologies.
  • Arizona State University in Arizona: Likely to focus on research and development of new advanced packaging techniques and materials.

Advanced packaging technologies are essential for developing next-generation semiconductors that power artificial intelligence, 5G, and other emerging technologies.

While the NAPMP Advanced Packaging Piloting Facility itself is still forthcoming, these investments indicate the government’s commitment to supporting the development of advanced packaging capabilities in the U.S.

Given the outcome of this election, it is totally conceivable that the Biden-Harris administration will commit the big facility grant money to a Red State and hail the bounty that will be reaped as a Democratic party victory. Georgia and Arizona were both swing states, with just a few votes swaying the electoral college. It sure appears that sending one of them the last big project makes the most political sense for 2028.

    Ok…so, We USA will give 6.6billion to a Taiwanese company and “we” expect them to mass produce “cutting-edge” chips here…right! Have you heard the children’s story about friendship between a monkey & tiger. They taught each other everything as they were best buddies. One day, famine hit the jungle and tiger was hungry. Seeing his intentions, the monkey climbed a big tree. Tiger asked: how cum u didn’t teach me how to climb! Monkey simply smiled. Unfortunately, we’re far too dense to heed a simple lesson.

      Every time i read about the U.S. giving money to foreign companies my stomach gets queezy. Why are we doing this? There are plenty of companies that are American that we can invest in. I’m sick of this circus we call goverment for the last 15 years. It’s never been worse then it is now or will become in the next (at least) 4 years.

    I see you are continuing the false narrative that Intel stock hit rock bottom. Stock is in the mid 20’s, that’s up from the ~$19 it hit a couple months ago. But Intel stock hit an even lower price back around 2009 and before Y2K all the prices adjusted for splits is lower that todays prices. Your previous story reported it was the lowest in 50 years, but that’s not true.

        I never said the company is doing great. I wanted to point out the inaccurate wording in your articles. Thanks for updating the article to state that the price has risen in the last few weeks. But ‘rock bottom’ for the stock price in the years since the last stock split is Nov 2008 @ $12.48. For Sep 2008 thru Jul 2009, stock prices were below the most recent low. It was a miserable time for stock. The short duration drop to ~$19 and then bounce back into the 20’s was a low point for the last couple years but not the ‘rock bottom’ (AKA lowest point) you reported. The years 2002 thru 2013, stock prices were in the low to mid 20’ish ranges overall. So being in the mid 20’s it is unfortunately not in an unusual state for Intel stock when they are not performing well. Note that Intel was in the mid/upper 20’s as recent as Sep 2022 thru Mar 2023 so stock price seems indicate more of a stock price roll back of only 2ys (in my view, but probably not a popular opinion). Over the next few weeks/months we’ll see if stock continues to recover or takes a dive into the abyss.

    The Trump fear mongering really leaves an unpleasant taste. He’s rallied on increasing manufacturing in the US and he’s shown time and time again he doesn’t hold grudges, let alone a grudge against an entire state as you imply he might. Much ado about nothing. There really must be something in the water there around the I-5 as I was born and raised on the Oregon Coast and no one I know from there behaves like people close to Portland do.

      I think you are foolish to think he won’t punish Oregon. He wrote The Art of The Deal… and he is going to keep Arizona and Georgia happy. I don’t listen to anyone. I know what I know and have first hand sources and report what I am told.         I Wonder, why they are panicking now, instead of doing some leg work to keep these manufacturers up and running here. Seems like Oregon promised them everything and Intel took it and ran it dry. Now they can just cut and run ,leaving Oregon high and dry. Oregon soon to be a loser state like California

      I am not sure where you are getting that. Trump will not allow any money to flow to Oregon IMHO. I am not saying anything that any other knowledgeable person or reporter is saying. And any attempt to silence me on matters regarding the convicted felon who will be our next President will not work. It is what it is. Facts are facts!
