One of the things we will be bringing you here at the Herald are notices of land use matters.  The complex system of notices, hearings, and testimony, can make it hard for folks to follow what is happening.  Add to that the speed at which the City is growing and the sheer number of projects and one can lose their way.

Our land-use system provides the public notice via the City website and neighbors within 200 feet of the proposed project are mailed one.  The development request, having been reviewed by the City planning staff and a report written, is compiled into a staff report and notice.  Anyone interested in the proposal can comment before the published deadline.  Commenting on matters related to the code allows the commenter the right to appeal the decision.   Find notices of upcoming projects here- https://www.hillsboro-oregon.gov/departments/planning/public-notices/-selcat-37

Ok enough with the Civics lesson- now for the project at hand.

Rembold Properties is proposing to build 182 Units of Senior Living right along TV Highway off of Cornelius Pass in the Reed’s Crossing project; aka South Hillsboro.

The developer can not get their project approved without what is known as Major Adjustments.  Think of them as Variances.  The adjustments range from a reduction in the number of bike parking spaces to the design of the building.  They are building something that the codes do not allow for outright.  The actual designs are not offered in the public notice but can be obtained for review from the planning staff.

Development Review approval for a proposed senior living center consisting of a mix of independent living assisted living and memory care units located within a 190,000 square foot building within the Reed’s Crossing Town Center North Planned Unit Development (PUD) (Case File No. PUD-001-20). The proposed four-story building includes 182 units, common and support areas, office spaces, and mechanical areas. The applicant is requesting Major Adjustments to the following Community Development Code (CDC) standards found in Section 12.65 South Hillsboro Plan District that will 1) decrease building frontage along SE Circuit Drive, 2) adjust building entrance requirements 3) reduce the required number of bicycle parking spaces, 4) reduce the weather protection along the building frontage and 5) reduce the percentage of ground-floor windows along the building frontage. Site improvements include parking areas, pedestrian connections, public courtyards and plazas, utilities, landscaping and a bocce court. Please note that the subdivision plat approved with Case File No. PUD-001-20 has not been recorded, thus, the new lots are not reflected on the current Tax Map or on the site map below.


It sounds like a nice project and we certainly need options for Senior Housing.

The staff report on this matter will be available on Wednesday, October 21, 2020 at 4:00 p.m. The staff report,
application materials, and the applicable criteria are available for public inspection at no cost, or copies can
be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning
Department at the Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon. These materials will be
available online after October 21st at https://hillsboro-oregon.civicweb.net/Portal/.
All interested persons are invited to attend this virtual Zoom meeting (instructions below) and will be given
an opportunity to be heard concerning the proposal. Testimony can be provided during the meeting via
teleconference or submitted in writing prior to the meeting.
