Tonight is the Night at Hillsboro City Hall for everyone to come and testify. You will get three minutes to speak in person or online on the matter at hand. That matter is the single biggest and only land expansion that any Governor has ever done in Oregon- period. This is big, and it is NOT WHAT WE DO!

Governor Kotek is Going to Expand the Hillsboro Urban Growth Boundary, and NONE OF US LOCALS have ever been consulted or asked- NEVER!ย  Not one meeting, not one hearing, not one work session!ย  And you want to know why?

Careful- Opinions and Statements of research-based facts
  • Hillsboro Mayor Steve Callaway and the soon-to-be-mayor Beach Pace have had private meetings with Landowners far outside our City Limits and have encouraged this deal.
  • Senator Jennie Sollman, who represents many of you, did not want nor seek your inputโ€”not Once. But she has met with and spoken to the land owners often over the years based on firsthand experience and written documents.
  • Governor Tina Kotek and her team did not ask anyone in the City of Hillsboro or Washington County if we wanted more of this. Based on what I have seen, they do not care.

The meeting packet was just posted, and I have not seen the City nor anyone post it.ย  Well, here it is for your review.

The State has finally posted the actual map of the property they are going after; as predicted, the Herald was correct.ย  This is the only property we believed should or could come in.ย  SPECIAL NOTE- Pay careful attention to the little portion of US 26 and the land crossing to the North Side of the HIghway.ย  This opens the Door for Hillsboro leadership aspirations to connect with and help North Plains Grow- or to get Hillsboro’s boundary to the North Side to allow future annexations of Helvetia and the lands to the East – this is not being done for no reason.ย  Very calculated move.

HERE ARE SOME FACTS:

  1. I would not expect to see the Governor at this meeting.ย  I believe she will hide in the Capitol and maybe watch it on Zoom

  2. This meeting will be well attended – this is an unprecedented Big Event.

  3. Get there by 5 PM and sign up to testify by 5:30 PM.

  4. Those in attendance will be given 3 Minutes to Speak.ย  Having done this often, make your best points and speak your mind.ย  GO FOR IT!

  5. Those wanting to testify via Zoom only have until 12 Noon to register– not fair but that is the way it is.ย  I have not seen tis announcement in the news, and am posting at 1:32 AM as I just saw this.

Having said all of that, they don’t care, really.ย  If they did, the people of North Plains and Hillsboro would have been notified and had meetings for a year or more leading up to this.ย  This is a slam job – speak your mind, but they don’t care.ย  Despite the fact that the website says this meeting is being held to ” To discuss a proposed determination by the Governor to bring identified lands into the urban growth boundary near Hillsboro” they have already decided.ย  BUT YOU MUST COME AND SPEAK UP AND SPEAK OUT!

Decision
Based on the findings made above on the applicable approval criteria, the Governor intends to act,
consistent with the authority granted via Section 10 of Senate Bill 4 (2023), to bring in lands to the
existing urban growth boundary adjacent to the City of Hillsboro and further identified as part of Exhibit
A (Site Map). This decision is subject to the following conditions of approval:
1. Permitted uses for this land shall be limited to semiconductor industry, advanced manufacturing,
or the supply chain for semiconductors or advanced manufacturing. Uses such as data centers
and warehouses not directly associated with the semiconductor industry shall not be permitted.

They already have their Decision postedโ€”her decision posted. I am an Independent who leans Democrat, and I am ashamed of her, as well as of Senator Sollman, Mayor Callaway, and Councilwoman Pace. Nothing they have done on this matter, which I have closely monitored, is Democratic nor based on those heralded principles of fairness, equity, and transparencyโ€”quite the opposite. Some of their actions would probably make Donald Trump beam with the glory of a proud Father!

Mayor Callaway went as far as to lobby for a special law that explicitly denies the People of Hillsboro and Washington County from seeking legal remedies promised to them by the Oregon Constitution.ย  He made sure that none of us could appeal this decision, and he did it out in the open in his testimony and his work as our Mayor.ย  That is a stain Steve will never be able to wash off.ย  Here is his letter to the State and Governor during Senate Bill 4 to allow this land into the Boundary.

The land being considered under this authority is north of the city of Hillsboro. It is approximately 373 acres in size and adjacent to the existing urban growth boundary. The subject site is entirely within three miles of the existing UGB and is not within areas designated as urban reserves or rural reserves under ORS 195.144(1), (2)(c) to (e) or (3) as required by Senate Bill 4 (2023) Section 10(2).
Draft materials and map of the proposed acreage are now available onย Oregon Business Development Departmentโ€™s (OBDD) semiconductor website. Public comment will be taken at the meeting. For in person and virtual public comment at the October 10, 2024 meeting, comments will be limited to three minutes.
Speaking In Person:ย Please fill out a yellow card on the table in the back of the room and give it to a Governorโ€™s Office representative. Yellow cards will be available beginning at 5:30ย pm on October 10, 2024.ย  If you have a written statement for the Governor, please have a copy available to provide to a Governorโ€™s Office representative. Written comment may also be provided.ย  Please direct written statements to the Governorโ€™s Office via email atย Oregon.CHIPS@oregon.govย or by USPS to 900 Court Street Suite 255 Salem, OR 97301. Written public comment will be accepted beginning October 3, 2024 and twenty (20) days following the October 10, 2024 meeting.ย  The deadline for public comment submittal following the public meeting is October 30, 2024 at 5:00ย pm.
Speaking Virtually:ย Register to speak by contacting Sarah Means, Semiconductor Manager before 12:00 pm the day of the meeting. Emailย sarah.means@oregon.govย to provide your name, phone number, address, email, and position (support, oppose, or neutral). During Public Comment, when your name is called out, you will be unmuted for three minutes. Members of the public using Zoom will not be able to share their screen or turn their camera on during the meeting; presentation materials should be submitted as written testimony. The name on your zoom account must match the name used to register.

    These are corrupt officials doing the work of Intel and others for a cut.

      I wouldn’t worry. First of all its only 373 acres out of the approximately 50 sq miles of western Washington county, which is negligible. Secondly, and most importantly… nothing will ever get built. Elected officials in Southern and Midwestern states competing for these research sites will offer up not hundreds but *thousands* of acres, along with enormous tax carve outs and many other giveaways that would simply never fly here. In a way it is rather sad because I am sure that governor Kotek truly believes she is acting in our states best interest, but I am equally certain that the US states that are wealthier and more conservative politically are eventually going to win these installations … guaranteed. So not to worry …..

        I think you are forgetting this is a government bail out move. This money is coming from Wyden who at the end of his career become very powerful. This could be like one of those bridges to nowhere – but I believe it is happening!
