At the pace the Hillsboro City Council is moving these days, they will need to add another monthly meeting!  Seriously, folks, these meetings lately are chock full of meaty items, code changes, and tens of millions in expenditures being approved.  Two nights a month is not enough time to consider these many issues and approve these many code changes, and it is all just mind-boggling for the average citizen.  The Council is a smart bunch, but digging in on these issues is far beyond what most people can understand, let alone decide.  So it goes in the City That Grows!

Watch online or register to speak – see the info below.  Also, you can sure attend in person!

Items we are watching:

  • Item 2.3 – Downtown Tree Plantings Presentation
  • Item 4.1- Shute Road Multimodal Path- $6.28 Million dollar path – 400 page contract attached
  • Item 4.2 – 2nd and Lincoln Street Rebuild Contract – Council to waive competitive bidding requirement
  • Item 5.1 – Reconstruction agreement for alley off Washington Street to accommodate future growth at US Bank property
  • Item 7.1 – Significant changes to the rules and codes that regulate wooded and natural areas in the City known as SNRO areas.
  • Item 7.2 – A revised Economic Opportunity Analysis – this is a very important measure as these numbers and reports control housing.
  • Item 7.5 – Approval of financing for $138,000,000.00 in City and Taxpayer financing for HOPS Stadium, Police Station, Fire, etc.!!!

A LOT of money and a lot of big decisions tonight.  And I just scratched the surface.

3.Public Comment

Comments are limited to three minutes.

Speaking In Person: Please fill out a yellow card on the table in the back of the room and give it to the City Recorder. If you have a written statement for the Council, please have 10 copies available and give them to the City Recorder who will distribute them to the Council.

Speaking Virtually: Register to speak by contacting the City Recorder’s Office before 3 pm the day of the meeting. Email

Council@Hillsboro-Oregon.gov or call 503-681-6117 to provide your name, phone number, address, email, and topic. Members of the public will not be able to share their screen or turn their camera on during the meeting; presentation materials should be submitted as written testimony.

4.Consent Agenda

4.1.Consider Transportation Committee’s recommendation to approve a contract with Pacific Excavation, Inc., for construction of the Shute Road Multi-Use Path Project, in the amount of $6,284,000.00. Intel will pay $6,235,800.00 for the majority of the improvements and the City will pay $48,200.00 for pavement rehabilitation outside of the scope that Intel is responsible for.

Staff Report

4.2.Consider Transportation Committee’s recommendation to approval of the written findings and an exemption from the competitive bidding process for the 2nd and Lincoln Corrido Improvement Project. Such an exemption would allow staff to issue a competitive, “best value” Request for Proposal in lieu of selecting a contractor based solely on least cost.

Staff Report

4.3.Consider accepting a petition and schedule a public hearing at the regular City Council meeting on Tuesday, July 2, 2024, for the vacation of a public utility easement and an emergency vehicle access easement located in Parcel 2, Partition Plat 2016-055.

I heard. People are calling. Maybe I better sell to the City? I wonder if I could get 1 acre of high quality Industrial Land in trade for the Herald? Maybe some Hops box seats? I didn’t ask for this badge but I’ll wear it (says laughing). Someone has to. But I won’t become the pariah they want me to be. Oh no, my friend. They say I am not a Media source so I guess all my facts and reserach are just the foolish wishings of a mad man? (says pondering the meaning of life)

We just passed 1 million views and I am looking toward 5 million by next year. Oh if I only had the time and inclination and the don’t give a “F” attitude to just give it up. Maybe I will call Carpenterr Media? Yah…that’s the move. in the meantime I will just keep swinging.

Colleen : Tell Morgan to play games, it’s okay to be silly.

      Graham Hess : I will.

Colleen : Tell Bo to listen to her brother. He’ll always take care of her.

      Graham Hess : I will.

      Colleen : And tell Graham…

      Graham Hess : I’m here.

Colleen : Tell Graham… see. Tell him to see.

And tell Merrill to swing away.

Keep doing what you do, Dirk. Media, reporter, civilian journalist, blogger. All the same to me. You are enouraging people to discuss the issues happening right here at home, and providing fact-based information for everyone’s discernment. If you called me at my office, I would treat you as media…because you are. There is no licensure.

Not surprised by the action on the Hops financing…it was always expected. The PRC heard from CIty staff late last month about the current list of options to replace the three fields (two vs three, dirt vs turf, some combination). I am confident they are developing their own proposal to put infront of the City Council (which I hope is three turfed fields). Our youth will no doubt get only two fields for the three they are losing (I still don’t agree with the notion the City floats about regaining use of Field 3 and the existing stadium). Three for three is my view. The new fields (whether two or three) MUST be turfed. We get too much rain in the Spring and Fall to stick with dirt and grass. I need to work on my 3-mins of comments for the upcoming PRC and, eventual, lsat pitch to the Cit Council.

Matt, I’ve enjoyed hearing your voice in this conversation. If Portland State had a larger role at Gordon Faber than “afterthought tenant,” I have little doubt the discussion of replacement fields would look very different and far more public. But it’s been the extraordinarily vocal softball community here in Washington County that’s kept the discussion honest.

Given Hillsboro Stadium’s obvious logistical and maintenance issues, it shouldn’t be considered a “replacement” of any youth field. At best, it should be a value-ad for events like tournaments, Team USA exhibitions, OSU/PSU games or Athletes Unlimited travel exhibitions. You have DeMarini right across 26 and you’re telling me you can’t organize more marquee youth events than the Hops have been drawing? C’mon.

It should be a 1-for-1 replacement, and I wish you the best in getting turf fields. I know better than to throw myself in the middle of that debate, so I’ll leave it to the people who have to play on those fields and maintain them every year.

Jason, I really hope the City takes care of PSU. They had a nice, professional grade field there…which I am sure they helped finance (in some way). They deserve at least as good a situation as they had on Field 4. If not, they should relocate to somewhere in Portland (perhaps Delta Park). D1 softball team that brings some big names to town. I watched them best OSU this season. And, yes, I would love to see more marquee events and sponsorships opportunities for local companies.
