Chair and Members of the Committee,
I strongly support HB 4138, the Enforcement Accountability and Visibility Act.In Hillsboro and across Washington County, residents report ICE activity carried out by unidentified individuals and unmarked vehicles, leaving families confused and afraid. No one, regardless of status, should have to question whether the person at their door is legitimate law enforcement. This lack of transparency erodes trust and destabilizes families. Parents fear taking children to school. Workers fear going to work. When enforcement lacks clear identification and oversight, fear replaces safety.HB 4138 does not block lawful enforcement. It ensures clear identification, defined authority, and accountability. Transparency protects both residents and local officers.I urge your support.Respectfully,Kipperlyn SinclairHillsboro City Councilor
